SBE Seeks Applicants for CA Advisory Commission on Special Ed - Deadline, October 10, 2019

Applications Invited for Appointment to the
California Advisory Commission on Special Education

The State Board of Education (SBE) is currently seeking applications to fill one position on the Advisory Commission on Special Education. Strong preference will be given to parents of a child or young adult with disabilities. All applicants must provide evidence of demonstrated knowledge of the Individuals with Disabilities Education Act (IDEA) laws and regulations.

The deadline for submittal of the application and all requested supporting documents is 5:00 p.m. on Thursday, October 10, 2019.

Background

The Advisory Commission on Special Education is required by 20 United States Code 1412(a)(21) A-D Sec 612 and California Education Code (EC), Section 33590(a)(6).

Purpose

The Advisory Commission on Special Education provides recommendations and advice to the State Board of Education, the Superintendent of Public Instruction, the Legislature, and the Governor in new or continuing areas of research, program development, and evaluation in California special education. Additional duties are delineated in EC sections 33590 - 33596.

Composition

Members of the Advisory Commission on Special Education are appointed by the Governor, State Board of Education, Speaker of the Assembly, and Senate Committee on Rules. The Commission membership must include the following:

  • A Member of the Assembly appointed by the Speaker of the Assembly.
  • A Member of the Senate appointed by the Senate Committee on Rules.
  • Three public members appointed by the Speaker of the Assembly, two of whom shall be individuals with a disability or parents of pupils in either a public or private school who have received or are currently receiving special education services due to a disabling condition.
  • Three public members appointed by the Senate Committee on Rules, two of whom shall be individuals with a disability or parents of pupils in either a public or private school who have received or are currently receiving special education services due to a disabling condition.
  • Four public members appointed by the Governor, two of whom shall be parents of pupils in either a public or private school who have received or are currently receiving special education services due to a disabling condition.
  • Five public members appointed by the State Board of Education, upon the recommendation of the Superintendent or the members of the State Board of Education, three of whom shall be parents of pupils in either a public or private school who have received or are currently receiving special education services due to a disabling condition, and one of whom shall be a representative of the charter school community.

Term of Office

Members will serve for a term of up to four years. Missing three consecutive meetings may result in removal from the Commission.

Frequency of Meetings

The ACSE holds five two-day meetings per fiscal year. You may obtain more information about the meeting schedule on the California Department of Education Web page.

Travel, Lodging, and Other Expenses

Commission members will be reimbursed for travel and per diem expenses related to Commission meetings only, at the same rate applicable for the California Department of Education staff. No reimbursement will be made for other activities.

Please note that the application form requests that applicants provide both a resume and two letters of recommendation. A single PDF of the application that includes a complete application form, resume, and two letters of recommendation is preferred.

Application Deadline

All applications received by 5:00 p.m. on Thursday, October 10, 2019, will be considered by the SBE Screening Committee for appointment at the November 6-7, 2019 State Board of Education meeting. Finalist candidates may be asked to participate in a 15-minute telephone interview, which will be scheduled for one day during the week of October 28 – November 1, 2019.
