A new report from the Learning Policy Institute reveals the number teachers in California's public classrooms who are under-trained has increased significantly in recent years.  Researchers indicated that provisional interns, short-term staff permits and waivers granted to underprepared teachers has grown over the past few years and is a clear indicator of teacher shortages.  The article, written by Fermin Leal, the college and career reporter for EdSource, can be found on their website.
