5 Easy Steps to Becoming a CAPSES Member

CAPSES Board of Directors

The roles and responsibilities of CAPSES Board Members are to:

1. Assist CAPSES in accomplishing its purpose as defined in its Articles and By-Laws:

  • To provide a medium to which private special education schools, agencies and persons serving individuals with exceptional needs, may actively express concern and instruct the public concerning educational issues of local, state-wide and of national significance relating to all exceptionalities.
  • To serve as liaison between the public and private sector and to lend support to programs and objectives which improve the delivery of public or private services to the individual with exceptional needs.
  • To exchange information among the members and to educate decision-makers on issues relating to individuals with exceptional needs and to the private sector.
  • To assist local, state, and federal government agencies in further improving the delivery of services provided to individuals with exceptional needs.

2. Provide oversight of all association activities and operations to ensure compliance with all relevant public laws and regulations.

3. Facilitate communication needs, issues, information, and opportunities between the CAPSES Board of Directors, Regional Meetings, and Individual Members.

4. Provide assistance in association revenue enhancement strategies, including fund raising efforts, special events, and new membership recruitment.

Specific Board activities include:

  1. Participate in CAPSES Board Meetings: Board members are expected to attend six Board Meetings per year and assume their own costs for travel, food, and lodging. June (Sacramento) August (San Diego) October (Los Angeles) December (San Francisco) January (Los Angeles) March (Annual Conference, Asilomar)
  2. Participate in Local CAPSES Regional Meetings: Board members are expected to attend, assist, and participate in their local Regional Meeting. Regional Meetings are scheduled at the local level and usually occur every other month (approximately 6 times a year). The regions are as follows:

    Region 1: Orange
    Region 2: San Diego
    Region 3: Los Angeles
    Region 4: San Fernando Valley
    Region 5: San Gabriel Valley
    Region 6: Inland Empire/San Bernardino
    Region 7: Santa Clara/Peninsula
    Region 8: East Bay
    Region 9: San Francisco/North Bay
    Region 10: Sacramento Valley

    Board Members are expected to facilitate communication from the Board to the local CAPSES Members, and from the Local Members to the Board. They are expected to represent the Members of their Region at the Board level.
  3. Participate on Board Standing Committees: Board Members are expected to actively participate on one or more of the association’s standing committees (excluding Governmental Affairs). This participation includes: assisting in the development and implementation of the committee business plan, meeting with the committee on a regular basis (either in person or through tele-conferencing), and representing committee activities at various other Board meetings. The current standing committees include:

    Finance Committee
    Membership Committee
    Ethics, Standards and Development Committee
    Publications Committee
    Program Committee
    Development Committee
    Governmental Affairs Committee (per CAPSES Bylaws this committee’s membership is restricted to past, current, and elect Presidents)
  4. Participate in the CAPSES special events: Board Members are expected to attend the CAPSES Annual Conference and other special events in their local area, including but not limited to:

    Annual Conference
    Public Policy Seminars
    Special Meetings
    Regional Meetings
  5. Participate in Public Policy Activities as requested: CAPSES Board Members may be requested to represent CAPSES and the NPS/NPA industry on a variety of State Task Forces, Pilot Projects, Ad Hoc Committees, local and state special meetings, review materials, and provide information to the CAPSES Board of Directors.
  6. Participate in Membership Recruitment Activities: CAPSES Board Members are expected to provide assistance in CAPSES ongoing membership recruitment activities, including: identifying potential new members, establishing contact, providing ongoing communication and information, and network with potential at CAPSES events.
