The State Board of Education Moves 15 Day Regulations on Smarter Balance assessments; NCSC may be wanted by California: The State Board of Education, during its May 7-8, 2014 Meeting took action on proposed regulations to implement Smarter Balanced Assessments. The Board also had a discussion regarding the National Center and State Collaborative (NCSC) alternative assessment field test being given and multiple frustrations were expressed regarding the NCSC software. Despite that frustration with the software, and some acknowledgement that the NCSC assessment might not be the right fit for California, it was clear that stakeholders and some SBE members were not satisfied with the CAPA, or even a revised CAPA and want a replacement assessment. The proposed amended regulations related to the new CAASPP assessments, which replace the STAR and include both Smarter Balanced and NCSC assessments, were approved to go out for a 15-day comment period.
