The debate around school funding will be complicated this year due to some interesting dynamics within the calculations for the Proposition 98 minimum funding guarantee, which we will explore in the workshop. Additionally, both houses of the Legislature are considering changes and augmentations to the Governor’s January budget proposal, including directing additional funding to the LCFF (primarily by reducing one-time spending), additional investments in CTE, and possible adjustments to the special education funding formula. During the May Revision Workshops, our team will explore the fiscal and political implications of the changes, provide advice regarding the likely response from the Legislature, and discuss how a final budget deal might come together. The presentation will cover key topics, including:

  • Economic conditions and General Fund revenues
  • The Proposition 98 Guarantee
  • LCFF funding and proposed changes to LCAPs and budget documents
  • One-time funding
  • COE formula and funding for LCAP assistance and support
  • Early learning proposals
  • Special education funding and proposals
  • CTE funding and programs
  • Cost pressures, including pensions
  • November ballot measures and politics
  • A possible impact of federal tax and policy changes

These workshops are prepared and presented by Capitol Advisors Group, ACSA, CSBA, SSDA, and AALRR. The workshops and materials are provided at no-cost thanks to our partnership with county offices of education, and with additional support from CLIMATEC.

We look forward to seeing you.
Thanks,
-Barrett and the Capitol Advisors Group Team
