AB 1599 (Assembly Education Committee) is the annual K-12 education clean-up bill (also known as an “Omnibus” bill) that makes various non-controversial revisions to the education Code. The majority of the provisions were identified by the California Department of Education and make technical corrections to the statute, such as correcting a section citation or striking obsolete language (e.g. replacing reference to “Mentally Retarded” with “Intellectual Disability”). The most important issue to state certified nonpublic schools and agencies is that AB 1599 strikes the requirement for a nonpublic, nonsectarian school or agency seeking certification to submit a signed paper form and requires the California Department of Education to provide an electronic notification of the availability of renewal application materials by an NPS to the SELPA of residence. (Section 15) . CAPSES will alert its members when the electronic form is posted; it is anticipated that this form will be available during this 2014 Renewal Cycle for state certified nonpublic schools and nonpublic agencies.
